Man and Woman face numerous charges,

On Thursday, September 17, 2020, members of the Toronto Police Service Human Trafficking Enforcement Team commenced an investigation into a human trafficking occurrence.

On Wednesday, October 28, 2020, Clarington Graham, 42, and Nimo Ali, 35, both of Toronto were arrested. Multiple Criminal Code search warrants were executed and both were charged with several Human Trafficking and drug related offences.

Clarington Graham, 42, was charged with:

1. Two counts of Trafficking in Persons Under 18 years C.C. 279.011(1)
2. Two counts of Material Benefit from Trafficking Persons Under 18 C.C. 279.02(2)
3. Two counts of Procuring Person under 18 years C.C. 286.3(2)
4. Two counts of Exercise Control over person under 18 years 286.3(2)
5. Two counts of Material Benefit from Sexual Services Provided by Person Under 18 years C.C. 286.2(2)
6. Two counts of Advertising Another Person’s Sexual Services C.C. 286.4
7. Two counts of Extortion C.C. 346(1)
8. Two counts of Theft not exceeding $5000 C.C. 334(b)
9. Two counts of Possess child pornography for unlawful purpose C.C. 163.1 (3)
10. Two counts of Publish child pornography C.C. 163.1 (4)
11. Four counts of Possess Possession of a controlled substance Sched. I CDSA
12. Possession of Proceeds of Crime C.C.


Nimo Ali, 35, was charged with:

1. Two counts of Trafficking in Persons Under 18 years C.C. 279.011(1)
2. Two counts of Material Benefit from Trafficking Persons Under 18 C.C. 279.02(2)
3. Two counts of Procuring Person under 18 years C.C. 286.3(2)
4. Two counts of Exercise Control over person under 18 years 286.3(2)
5. Two counts of Material Benefit from Sexual Services Provided by Person Under 18 years C.C. 286.2(2)
6. Two counts of Advertising Another Person’s Sexual Services C.C. 286.4
7. Withhold travel or identity documents person under 18 years C.C. 279.03(2)
8. Uttering Threats/Death or bodily Harm C.C.264.1(1)(a)
9. Two counts of Extortion C.C. 346(1)
10. Two counts of Theft not exceeding $5000 C.C. 334(b)
11. Two counts of Possess child pornography for unlawful purpose C.C. 163.1 (3)
12. Two counts of Possess to publish child pornography C.C. 163.1 (4)

Both appeared in court at Old City Hall on Wednesday, October 28, 2020, at 10 a.m.

Photographs of the accused have been released.

Police are concerned there may be more victims.

Police would like to encourage all affected individuals to come forward and report Human Trafficking occurrences to police. We want to make sure that everyone has access to support services and an exit strategy, regardless of their decision to proceed criminally.

Human Trafficking means every person who recruits, transports, transfers, receives, holds, conceals or harbours a person, or exercises control, direction or influence over the movements of a person, for the purpose of exploiting them or facilitating their exploitation, for a sexual purpose or a forced labour purpose. Victims can be men, women or children; can be Canadian citizens; and can be moved across local, provincial or national borders. They can be coerced through violence or the threat of violence against family and friends.
